Make sure to give Deevius' solution a read too, since he did a lot of work figuring out how things have changed post-patch somewhere. If you have success using this solution, comment and let me know. This may only apply if you decide to get 100,000 in fines and turn it into a bounty, rather than killing ships from any faction, but without further information I can't specify further.
The method still works, however it appears that you now have to amass the bounty from a single faction. The game seems to have been patched subsequent to this solution being written.
